Overview
Long-time entrepreneur, CFO, and sworn auditor Ellen Tohvri wanted to find a cloud-based solution to the maze of Excel spreadsheets dominating the public sector, which made budget planning and reporting inefficient and resource-intensive.
In 2016, a pilot project resulted in the creation of a virtual budgeting application called VeeRa, and a success story was born! With the help of an external development partner, VeeRa 1.0 was launched and warmly received by clients.
In the summer of 2021, the decision was made to develop an entirely new modular cloud-based VeeRa 2.0 on the React framework to ensure its sustainability for the future. Through client recommendations, the VeeRa team connected with the Snowhound team. Since the project requirements were complex and the task was new for the entire development team, the risks were high.
Snowhound, in collaboration with the client, managed the entire software development lifecycle – from technical analysis and project planning to development, testing, and implementation. The development project also received funding from the Enterprise Estonia Foundation.
VeeRa serves as a communication hub and collaboration platform where all stakeholders, from CFOs to department heads, can easily set goals, plan budgets, add comments and files to numerical data, and track budget execution on a daily basis down to the transaction level. No specialized financial education is required to use VeeRa.
The long-term collaboration between Snowhound and VeeRa continues. Today, VeeRa is used by 85% of Estonia’s local municipalities, major state agencies and institutions, hospitals, professional associations, sports organizations, private companies, and more. VeeRa is integrated with popular financial management software and Microsoft Power BI. The platform has over 5,000 users, managing a total budget volume exceeding €5 billion.
VeeRa has been selected for the Äripäev Gasell TOP in 2023, 2024, and 2025, with the goal of expanding into international markets.
